I have dedicated 26 years to working in local authority, where I have made significant contributions to the strategic overview of apprenticeships and pathways into North East Lincolnshire Council (NELC). With the introduction of the apprenticeship levy, I implemented a Pathway Approach across the organisation, fostering a successful 'grow your own' and 'apprenticeship first' culture.
Through innovative use of levy funding this has supported continued development at all levels in a vast number of service areas, new start apprentices and new employees requiring development as part of their pathway in, and levy transfers within our community, creating multiple pathways for individuals. These pathways include bespoke work experience, apprenticeships, graduate roles, summer internships, and care experienced pathways. Being commitment to providing diverse opportunities has helped shape the future workforce and support community's growth.

‘I started my career as a Data Science Degree Apprenticeship with Fortrea (Labcorp) where I spent time getting to know the clinical trial world whilst analysing the data. Following this I joined Santander as a Data Analyst, and then a Procurement Analyst (SCP). I am also the Co-Chair of the Yorkshire and Humber Apprenticeship Ambassador Network as an advocator for the importance of utilising apprenticeships to fill our skill gaps.’
I am an Emerging Talent and Careers Coordinator with Jet2’s Emerging Talent & Careers team, passionate about learning and development. I support our Business Improvement and Management Apprentices to achieve a qualification that supports their development. I enjoy getting to know our Apprentices, coordinating events to enhance their course and celebrate their achievements on completion. I have also enjoyed working on our awards applications and am pleased to have seen a range of highly commended and wins in the last year. I am now looking forward to getting involved in the judging process and getting to know this side of the awards as I understand the value these awards bring to those in early careers.
David began his working career in 1975 as a soldier in the British Army, serving until 1982.
Interestingly in 1975 in Hull career choices where limited for boys leaving school often with choices be made between the fishing industry or the armed forces.
David suffers from major sea sickness, so he chose the Army.
After his military service, he transitioned to healthcare, training as a registered nurse within the NHS. Over the next 40 years, David dedicated himself to nursing, ultimately taking on pivotal roles that shaped the future of healthcare delivery.
His expertise in leading major strategic projects focused on change implementation and staff succession planning became instrumental in enhancing NHS services.
Throughout his nursing career, David developed a proven track record in leadership, adeptly working with dysfunctional teams to foster collaboration and improve outcomes.
He utilized innovative techniques such as Neuro-Linguistic Programming (NLP) and Clinical Supervision to empower colleagues and drive positive change.
In 2016, David expanded his commitment to public service by becoming an elected Ward Councillor. His leadership skills led him to hold several senior positions within East Riding Council, where he has influenced local governance and community
development. Today, he proudly serves as the Deputy Leader of the Council,
continuing to advocate for the needs of his constituents and working tirelessly to
create a brighter future for the community.
